Florin Perkins Landfill Poised to Reopen
Sacramento County Environmental Management Department has held two public briefings and is prepared to submit a draft permit for review by the California Integrated Waste Management Board to reopen the Florin Perkins Landfill. The new facility at Belvedere and F-P Road and under management by Zanker Road Resource Management of San Jose will be a materials recovery and transfer station for construction and demolition debris recycling, rather than a traditional landfill.
The Power Inn Alliance requested a 30-day extension to fully review the application, citing several past code violations by previous management and the fact that the existing Use Permit issued by the City did not require an updated CEQA (California Environmental Quality Act) review. In testimony to the County, Executive Director Jerry Vorpahl said, “Because environmental circumstances in the neighborhoods and CEQA requirements have changed considerably (since last issued in 1999), we believe a new application should be made and new permits required.” A 15-day extension was granted.
Although time is short, the Planning and Zoning Review Committee (PZAC) of the Alliance plans to meet with the managers of Zanker and fully vet the process and application. Issues such as increased traffic, facility improvements, air quality and sanitation need to be clearly understood. While the City has passed on the Use Permit, and the County stands ready to send a draft permit to the Waste Management Board, there will be a 60-day period for comment before final approval is granted.
The Power Inn Alliance has been instrumental in the way Sacramento Recycling and the Elder Creek transfer stations have been developed, citing them as setting the “standards for the future” and believes a new facility should meet or exceed those standards. Alliance members with questions or concerns should contact Jerry Vorpahl at 453-8888.
