Due to staff reductions and department consolidations, the City of Sacramento has put the drafting of a Specific Plan for the Innovation/Technology Village on hold. The $450,000 plan, which was approved by the City Council almost a year ago, is expected to be delayed another six months.
The Alliance Board of Directors, at a recent meeting, went on record in opposition to this delay for the only Specific Plan under consideration for the area, urging the city to investigate contracting out with a private agency or planner to get the plan back on track. A Specific Plan typically takes two years to write and approve once it has begun.
The Innovation/Technology Village, as envisioned by the Alliance Vision Task Force and approved by the board, encompasses the area from Folsom Blvd. south to 14th St. and from Power Inn Rd. west to the railroad tracks. It is intended to attract and serve innovative and technology companies in an area now comprised primarily of recycling and land fill operations. It includes the former 25 acre CYA facility now owned by Sac State and being demolished.
According to the Governor’s Office of Planning and Research, “A Specific Plan is a tool (and legal document) for the systematic implementation of the general plan. It effectively establishes a link between implementing policies of the general plan and the individual development proposals in a defined area. A specific plan may be as general as setting forth broad policy concepts, or as detailed as providing direction to every facet of development.”
